The Fight For Parbold Hill Goes On
Pressure from the Stop Parbold Hill Landfill Campaign has forced Lancashire County
Council to think again about their decision to grant planning permission to the controversial
works on Parbold Hill!
An application to import 120,000tons of inert waste transported in 11,000 HGVs would
obliterate the panoramic view from the hill enjoyed by local residents and visitors alike.
It would result in the construction of a new site entrance near the brow of the hill. Traffic
chaos would ensue as turning lorries cross motorway-bound traffic and vehicles using the
Miller & Carter carpark and made more dangerous by visitors reversing in and out of the
layby. The Council are considering installing traffic lights control the turning lorries.
The local community has been up in arms about these proposed works since the application
was presented to LCC nearly 2 years ago. The decision to grant planning permission despite
more than 1000 objections being received from local residents, resulted in the local
community seeking legal advice to question the Council’s procedures.
At considerable expense local residents and Parish Councils dug deep and commissioned a
QC who concluded ……..
“ I consider that there are multiple inconsistencies, inaccuracies, misunderstandings and
misconceptions underlying the resolution to grant – and a clear failure to test propositions of
fact put forward by the Applicant but which appear to be unsustainable and/or
misconceived. Permission has not yet been granted and the Council thus has an
opportunity now to reconsider on a correct, factual, legal and technical
understanding. I have no hesitation in recommending that they should do so”
The Council has listened, spoken with the applicant and asked him to work with the
Environment Agency to minimise the most harmful and controversial aspects of the
application. Hopefully this will eventually lead to the Council’s reconsideration of a more
acceptable, less destructive scheme for repair and maintenance at Parbold Hill.
